Chiayi County is located to the west of Yushan, to the east of the Taiwan Strait, to the north of Tainan County, and to the south of Yunlin County. The county has a total area of 1903.6367 km2 (5.35% of the total area of Taiwan), a population of approximately 538,436, and comprises two cities and 16 counties. Chiayi County is located in the center of the Chianan Plain and serves as a major traffic artery between Northern and Southern Taiwan. After the Taiwan High Speed Rail (THSR) began operations, travel from Chiayi to Taipei and from Chiayi to Kaohsiung would require only 1.5 and 0.5 hours, respectively, making Chiayi the perfect place to live and work. Winter rainfall is infrequent in Chiayi County; on average, it rains only two days in the month of November, resulting in a pleasant climate. The Tropic of Cancer runs through Chiayi, creating a unique geographical landscape that differs from all other regions in Taiwan. In general, the Tropic of Cancer creates deserts or semi-deserts. However, because of the sample rainfall carried by monsoons and airflows to Taiwan, thriving forests can be found instead. Chiayi County is a typical agricultural county and retains much of Taiwan's traditional style. In addition, it possesses a wealth of products, such as the world-renowned Alishan High Mountain Tea.
Chiayi County is located at the junction between Central and Southern Taiwan, making it convenient to travel from the county to Central and Southern Taiwan. Chiayi County represents a union of the central industrial belt (i.e., Central Taiwan Science Park and the Sixth Naphtha Cracker) and the southern industrial belt (i.e., Southern Taiwan Science Park and Kaohsiung): travel from Chiayi County to Central and Southern Taiwan Science Park take 60 and 40 minutes, respectively. According to a meeting held by the Executive Yuan Finance Team in June 2006, "Because Chiayi County is located in the vicinity of both Central and Southern Taiwan Science Parks, it is a favorable location for future expansion." The Chiayi region is rich in academic and research resources, being home to a total of nine colleges and universities that educate a total of nearly 45,000 students. These institutions include National Chung Cheng University, National Chiayi University, Chiayi Agricultural Experiment Branch, the CPC Corporation Refining & Manufacturing Research Institute, and the Taiwan Sugar Corporation Dalin Biotech Factory, allowing Chiayi County to enjoy strong research and development capacities. Student-related education services provided by the aforementioned academic research institutions can help support professional industries (such as the mechanical, electrical, biotechnology, industrial design, chemical, and material industries) and fulfill the demand of the service industry (such as marketing and management industries) for workers, as well as provide these industries with technical support for industrial development.

Tourism Resources: Alishan National Scenic Area, Puzi River Watershed Scenic Area, Dongshi Fisherman's Wharf, National Palace Museum (Southern Branch), Yacht Development Area at the Port of Budai, Chiayi Farm, and Zengwen Reservoir Scenic Area. Medical Resources: Chang Gung Memorial Hospital (Chiayi Branch), Dalin Tzu Chi Hospital, Chia-Yi Christian Hospital, St. Martin De Porres Hospital, Chia Yi Hospital, Ministry of Health and Welfare, Puzi Hospital, Ministry of Health and Welfare, and Taichung Veterans General Hospital (Chiayi Branch)
Transportation-related development in Chiayi County is generally constructed in a north-south direction. To turn the THSR Chiayi Station into a transit center and to meet the transportation demands of the National Palace Museum (Southern Branch) and the Municipal Administration District of Chiayi, the THSR Road–External Road Connection Project, the Chiayi BRT System Project, and the East–West Extension to Dongshi Project have been introduced. In addition, regional projects such as the Minxiong Road–External Road Connection Project and the Zhongpu Road Harmony Project have been completed, to facilitate smooth traffic. To meet the needs of Chiayi County's tourism industry in the future, a convenient transportation network will be constructed.
Outline of transportation policies: 1. Extend the east–west expressway to Dongshi; 2. Introduce projects that improve regional road functions; 3. Develop THSR Chiayi Station into a transit center joining the eastern and western parts of Taiwan, and use the BRT system to connect Chiayi City, the THSR, the National Palace Museum (Southern Branch), and the Chang Gung Memorial Hospital (Chiayi Branch) together; 4. Combine tourism services to develop transportation-related package deals; 5. Enhance the service quality of general and intercity buses and propose public transport service plans that benefit underprivileged minorities; 6. Present projects to promote bicycle use and the revival of the Taiwan Sugar Railways.
