To realize the vision of digital equality, the Ministry of Digital Affairs (the MODA) is promoting the “Action Plan for Popularizing and Deepening Accessibility Design in Government Websites and Mobile Applications.” The MODA stated that the Action Plan aims to expand the scope of digital equality and to ensure the disabled have equal access to digital rights. Aside from focusing on utilizing the accessible designs of government official websites and applications, the most essential aim of the project is to promote the concept of accessibility to the private sectors, universalizing accessibility design and the application of certification marks. Through public-private collaboration, the goal is to establish a comprehensive, accessible digital ecosystem.
Ensuring people have equal access to digital service is the main task of the government, states MODA. After the amendment of the People with Disabilities Rights Protection Act on February 1, 2011, the government officially incorporated public information accessibility into regulations, requiring all government agency websites to pass accessibility testing and obtain certification marks. MODA has planned the action plan with the goal of extending accessibility in multiple dimensions, realizing digital equality, and promoting the spirit of the Convention on the Rights of Persons with Disabilities (CRPD).
According to the action plan, the MODA will establish a comprehensive accessibility testing and certification mechanism, provide relevant consulting tools, and train professionals to improve testing capabilities, creating a friendly and convenient digital environment. To expand promotion in the private sector, the MODA will play a key coordinating role, assisting various regulatory authorities and enterprises in jointly promoting an accessible internet environment and improving corporate ESG indicators. MODA will provide comprehensive technical support, including accessibility design guidelines, testing tools, and professional consulting services, to help enterprises optimize the accessibility of their websites and mobile applications. Through multi-faceted cooperation models, the MODA hopes to accelerate the widespread adoption of an accessible internet environment.
MODA further indicates that in addition to providing accessibility testing services for public sector websites according to laws, it also actively encourages private enterprises to promote website accessibility. Currently, 345 enterprises which provide livelihood-related services have obtained certification marks, among which Taiwan Life Insurance Co., Ltd., Farglory Life Insurance, Solar Bus, and 32 other companies have obtained the highest 3A marks, fully demonstrating the success of public-private collaboration in promoting an accessible environment.
MODA states that accessibility is not only a design concept but also reflects social inclusiveness and responsibility. It calls on all sectors of society to jointly create an accessible internet space, creating a truly accessible and inclusive digital future through government guidance, cross-departmental cooperation, and active response from businesses.
