What does “uniform ID No.” mean? From which authority is the No. assigned and how is the No. arranged?
As of January 2, 2007: (1) The National Immigration Agency of Ministry of the Interior shall assign the uniform ID No. to the people of Hong Kong, Macao and Mainland China and overseas Chinese who apply for resident visa in the territory of Taiwan. (2) The National Immigration Agency of Ministry of the Interior shall assign the uniform ID No. to the general overseas Chinese who apply for an Alien Resident Certificate (ARC). (3) For foreign nationals who have entered Taiwan, or ROC nationals without household registration in Taiwan required to declare the income tax return without the certificates issued by the authority referred to under items (1) and (2) above, or general overseas Chinese may personally, or appoint a proxy, for purposes of filing an application for government approval to secure an ID number, together with their passport with the National Immigration Agency of Ministry of the Interior. Residents and overseas Chinese from Hong Kong, Macao and Mainland China may apply with the National Immigration Agency and its Taichung, Kaohsiung and Hualien Service Centers for the “Recording of their ID Nos. in the Republic of China” by submitting their entry/exit permit in the territory of Taiwan. The uniform ID No. is arranged in the following manner: The “uniform ID No.” consists of 10 digits, 1st digit for the code of geography, 2nd digit categorized as A, B, C and D subject to sex and the issuing authority, 3rd-9th digits for the serial number, and 10th digit for the inspection No., namely the uniform ID No. specified in the ARC, e.g. (1) Mr. Robert W. Davison holds an ARC. His uniform ID No. is AC12345678. (2) Ms. Carol Lee holds an ARC. Her uniform ID No. is HD12345678.
