Establishing Operations in a Science Park

Basic Requirements

1. Scientific Enterprises

Scientific enterprises refer to enterprises authorized to operate in a science park and engage in the development and manufacturing of high-technology industrial products or research and development work.

The scientific enterprises mentioned in the previous paragraph are limited companies, or their subsidiaries, that have been established in accordance with the regulations of the Company Act, or are the subsidiaries of foreign companies recognized as being equivalent to a limited company in the ROC. Scientific enterprises shall employ or be able to train a relatively large number of local scientists and technical personnel, shall invest at least a certain percentage of their operational revenues in R D, shall have a high level of experimentation and research instrumentation and facilities, shall not cause public nuisance, and shall meet any one of the following conditions:

  • Having the design abilities required for the manufacture of finished products and a complete product development plan.
  • Having completed preliminary research and development for their product(s) and are currently in the process of growing.
  • Having a product with developmental and innovative potential.
  • Having established a research and development unit engaged in highly innovative R D work.
  • Having the ability to bring in or train senior scientists or technical personnel during the production or R D process, and requiring a relatively large R D investment.
  • Having the ability to make a major contribution to the economic development or defense of the ROC.

Established and operating scientific enterprises may be classified under the following industries:

Integrated Circuits

The integrated circuit industry, the first major industry to locate in the Hsinchu Science-based Industrial Park, includes IC design, IC manufacturing (wafer fabs), IC materials, IC packaging, testing, process equipment, and silicon wafer materials.

Computers and Peripherals

The computer and peripheral industry, the second largest industry in the Hsinchu Science-based Industrial Park, includes computer systems, storage equipment, input devices, output devises, network equipment, special software, and key electromechanical and passive parts and components.

Communications

The communications industry involves the following four types of products: telecommunications systems (including telephones, modems, and exchanges), microwave wireless communications systems and semiconductor elements, fiber-optic systems and elements, and satellite communications systems.

Optoelectronics

The optoelectronics industry has brought in optoelectronic systems and elements (LT Poly Si, TFT-LCD/PDP/OLED flat panel displays, disk drives, digital still cameras, contact-type image sensors, optoelectronic semiconductors, optoelectronic diodes, and side- and face-emissions laser diodes, etc.), and optical system elements (instruments, lenses, etc.).

Precision Machinery

The precision machinery industry has brought in automated systems (such as PC-based NC controllers, robots, and computer-automated water knife plants, etc.), automation elements (such as precision gear cutters, servo motors, surface treatment elements, etc.), and semiconductor LCD equipment and materials.

Biotechnology

The biotechnology industry has brought in biochips, vaccines and test reagents, drug control patches, medical equipment, 7-ADCA and seedlings, biomedical materials, testing and certification services, etc.

2. Other enterprises authorized to operate within a science park provide operational, management, or technical services to scientific enterprises.

3. Research organizations and incubation centers

Potential incubation center enterprises are limited to those engaged only in research and development and not mass production, and they must be approved by the Science Park Administration. Such incubation centers may be established in the park for no more than three years.

Application Procedures

Companies wishing to establish a facility within a science park may submit an application directly to the local Science Park Administration. Investment application procedures take approximately one to two months from formal application to approval.
