At the Seventh Environmental Impact Assessment Committee held a meeting in early August, the Environmental Protection Administration (EPA) said that it will decide on a clear set of regulations and principles for Environmental Impact Assessment (EIA) reviews.
Under the new rules, companies that submit documents that do not comply with EIA requirements would only be allowed to re-submit their documentation for EIA submission three times. During the tenure of the last EIA Committee, many companies ran into delays due to the many documents required for an EIA.
The new rules, which call for setting a clear set of principles for review and limiting the number of times for document submission, will help the process of review, said EPA officials.
EPA Vice Minister Chang Tzi-jing also noted that in order to make the process more efficient, the EPA is considering a budget for professional consulting companies to perform preliminary case reviews before deliberation by the EIA committee.
In addition, under the new rules, when EIA cases are sent to the committee after preliminary review, the applicant (businesses) will have the opportunity to resubmit their documentation once again, but a strict timetable will be enforced.
