M-Taiwan Plan goes into full-scale implementation in 2007 with construction of broadband pipeline

The government's M-Taiwan Plan, which will create the world's first dual network environment, goes into full-scale implementation in 2007 through two sub-projects: a broadband pipeline construction project and a mobile applications project, said the Council for Planning and Economic Development (CEPD).

Over the past two years, the government has granted nearly NTD 10 billion in subsidies to city and county governments towards setting a foundation for the M-Taiwan Plan, which is listed among the cabinet's Ten New Major Construction Projects.

The government has approved the allotment of an additional NTD 10 billion for the plan in 2007, which will go towards construction of a broadband pipeline extending 1,228 kilometers, according to the CEPD. Construction is being carried out under the "Broadband Pipeline Establishment Project", a M-Taiwan sub-project implemented by the Ministry of the Interior.

The broadband construction sub-project, which aims to eventually build 6,000 kilometers of broadband pipeline across the entire island, will encourage more domestic investment from fixed network providers and reduce broadband fees while increasing the number of broadband users, said the CEPD.

The construction of the broadband infrastructure will allow wireless networks and telecom network applications to develop and expand, thus improving Taiwan's global ranking for mobile Internet applications and raising the competitiveness of its cities, said the CEPD.

The other sub-project of the M-Taiwan Plan -- the Mobile Taiwan Applications Implementation Project, is being carried out by the Ministry of Economic Affairs. The project aims to improve mobile applications services and targets 8 million users, with the goal of making Taiwan one of the world's top five countries for mobile applications.

The number of wireless Internet users in Taiwan grew from 1.95 million in 2005 to 2.5 million in 2006, according to the CEPD.
