CMMI plan making progress with IBM Taiwan, Aion Technologies scheduled for implementation

As of the end of June Industrial Development Bureau (IDB) of Ministry of Economic Affairs had approved applications for another ten companies to implement Capability Maturity Model Integration (CMMI) system (http://www.cmmi-taiwan.org.tw), including IBM Taiwan, Aion Technologies, and two consultancies.  The IDB will also conduct training for another two CMMI inspectors and two CMMI instructors. In all MOEA will spend an estimated NTD 90 million on the CMMI plan this year.

The CMMI plan is divided into the following projects: researching and establishing mechanisms for government information software outsourcing; conducting CMMI exchange with the Software Engineering Institute at Carnegie Mellon University (CMU-SEI); writing educational materials and guides for process technology standards; and training CMMI-qualified manpower.

The establishment of software quality standards will increase the added value and competitiveness of the manufacturing sector, facilitating Taiwan's transition to an information services provider. IDB has made considerable effort to improve quality standards in the software sector. In 2002 the bureau launched with Network Multimedia Industry Promotion Plan with a project to increase productivity within the industry.

As of July 31 this year, IDB has instructed 53 companies in the implementation of the CMMI system, trained five CMMI inspectors, six CMMI instructors, 45 corporate trainers, and 463 CMMI-qualified personnel. CMU-SEI has certified a total of 35 Taiwan companies, of which 24 are certified as CMMI maturity level 2, nine as CMMI maturity level 3, and two as CMMI maturity level 5. The Syscom Software Group just recently passed the validation process for CMMI maturity level 5 and the report has been sent to CMU-SEI for final approval. Once SEI makes it official, Syscom will become the first software company in Taiwan attain CCMI maturity level 5 certification

CMU-SEI recently announced overall figures for CMMI certification. Only 14 countries had 10 or more software firms with CMMI certification. Out of these countries Taiwan ranked eighth, which is impressive when you consider the size of Taiwan's software sector.
