Underwriters Laboratories Inc. signed an agreement with the
MOEA in late July under which it will invest
NTD 200 million to establish its first environmental testing technology research and development center outside of the United States.
The
R&D center's main mission is to develop a safety testing and certification technology platform for environmentally-friendly electronics materials and energy components. The center will also work on the development of testing standard technology for embedded products, rigid-flex printed boards and composite materials.
UL-Taiwan says that the
R&D center will help Taiwanese enterprises enhance their competitiveness as they make adjustments to achieve compliance with the new certification requirements for electronics products that will take effect when the European Union's new RoHS and WEEE environmental regulations are promulgated in 2006.
UL-Taiwan says that Taiwan plays a very important role in UL's global certification system, noting that Taiwan is home to two major Asian testing centers for printed circuit boards, plastics and crucial environmentally-friendly electronics materials. He says even PCB from Japan must be shipped to Taiwan for testing.
An UL-Taiwan executive says that of the world's four largest producers of PCB, the US, Japan, China and Taiwan, Taiwan has the most comprehensive production supply chain. The executive also notes that Chi Mei Corp. and Formosa Plastics have earned Taiwan over 40% of the global market for acrylonitrile butadiene styrene (ABS), making the country an ideal place for the establishment of a plastics testing center.
