Telcordia and ITRI to open optocommunications testing and certification center in Taiwan

Taiwan's Industrial Technology Research Institute and world-famous telecom company Telcordia Technologies Inc. in mid-January formally signed an agreement to open the Telcordia Applied Research Center in Taiwan (TARC-TW). The center, to be the first of its kind in the Asia Pacific region, will conduct optoelectronics testing and certification right here in Taiwan, allowing Taiwan's optoelectronics enterprises to get their products from the research lab to international markets more quickly by eliminating the current need to ship product samples overseas for testing.

The TARC-TW will be the first world-class optocommunications systems and component testing and certification center in the Asia Pacific region. ITRI officials say the center will focus on the research and development of open network service platforms and network control point technologies and software, especially for 3G wireless networks. To be located in the Nan Kang Software Park in Taipei City, the center will initially employ around eight local employees, two rotating Telcordia R&D personnel and an additional 10 or so employees from Telcordia’s industrial partners.

New Jersey-based Telcordia, formerly Bellcore, is a world leader in the optocommunications industry and employs 3,500 people around the world. All optocommunication components produced in the world are required to pass testing and certification conducted by Telcordia.

Telcordia has played a leading role in the telecommunications industry, conducting core research that has been essential to the development of ADSL, ATM, Frame Relay, SONET, AIN and ISDN. In the United States, approximately 80% of telecommunications transmissions are dependent on software, hardware or engineering technology developed by Telcordia. Telcordia has been performing contract work for various enterprises and organizations in Taiwan for the last twelve years.

ITRI officials say the establishment of the testing and certification center creates a "win-win-win" situation for Telcordia, ITRI and Taiwan's optocommunications enterprises. The center will benefit Telcordia by allowing it to expand in the Asia Pacific region and be closer to its clients in the region. ITRI notes that a current trend in the global optoelectronics industry is the steady transfer to Asia of contract manufacturing orders and R&D and production bases. ITRI sees the center playing an important role in helping the institute upgrade Taiwan's optocommunications industry so that it can stay on track with industry leaders.

IRTI says the third win is the most important. By providing testing and certification services and technical support here in Taiwan, the center will reduce the time and costs associated with sending product samples overseas for testing. Moreover, by shortening testing time, the center will provide Taiwanese businesses with the advantage of being able to get their products on the market more quickly. This will raise the competitiveness of the industry and allow it to function more efficiently as an international optocommunications components supplier.
