The United States' largest military contractor Lockheed Martin won the bid to be the prime contractor for the Ministry of National Defense's Posheng Project, which is intended to upgrade the military's cross-service joint operation command system, in 2003. It is estimated that at least
NTD 100 billion will ultimately be allocated for this systems integration project.
As the
IT and telecommunications equipment upon which the system is based just happen to be the forte of Taiwan's
IT industry, the Legislative Yuan, in passing the budget for the project, included provisions that require 70% of the budget go to domestic suppliers. It is reported that Lockheed Martin has commenced its search for local partners, and Taiwan's top
IT enterprises, including MiTAC, Acer and BenQ, are among those vying to join the team.
MiTAC is reported to have already joined the Lockheed Martin team as a primary supplier. This is not without reason as MiTAC has been developing telecommunication systems for Taiwan's air force for over ten years.
Information released by the MND states that in the first stage of the project
NTD 54.3 billion will be invested in Lockheed Martin's C4ISR (command, control, communications, computers, intelligence, surveillance and reconnaissance) system. This system, based on the US military's LINK-16 system, will integrate systems across the military services, communications platforms and weapon systems.
