MAC relaxes regulations governing Chinese spouses of foreign professionals in Taiwan

The Mainland Affairs Council approved a number of policy revisions regarding the movement of people between China and its territories and Taiwan at the end of November.

One of these revisions is of particular importance to foreign professionals that have married China nationals and wish to work in Taiwan. The MAC revised regulations by eliminating previous requirements that the Chinese spouses of foreign professionals employed in Taiwan must turn over their Chinese passports to local authorities while in Taiwan. Now, the responsible person or an executive of the foreign professional's company may act as a guarantor for the couple. However, this guarantor must be a foreign national.

Another MAC revision permits residents of Hongkong and Macao to apply for visas to Taiwan via the Internet. Such a visa would allow the holder to enter and leave Taiwan twice during its period of validity and to stay for up to fourteen days each visit. While this decision is aimed at boosting tourism in Taiwan, it also has a feel of reciprocity as Hongkong has set up a similar service for the people of Taiwan.

The council also established clearer guidelines for the resolution of disputes concerning Chinese fishermen hired by Taiwanese fishing boats. Taiwan's local fishing industry relies on Chinese nationals for a significant percentage of its boat crews. Taiwan has made moves towards rationalizing the use of this important source of labor in recent years.
