Taiwan does not present many societal barriers for women in the workplace that stifle their mobility. Taiwan's meritocratic educational system favors neither sex, resulting in a strong presence of women in universities and graduate programs. However, because Taiwan's military compulsory conscription only applies to men, women often enjoy a head start in the job market. Women are employed in nearly every sector of the workforce and are commonly promoted to upper level management in service industries and art starting to make some headway in other sectors. The Labor Standards Law, however, places some restrictions on the daily hours and total number of hours in a week that a woman may work. The Council of Labor Affairs has made some concessions on a case by case or industry basis.
