Organization and Division of Responsibilities

The Department of Investment Services (DOIS) operates as an agency of the Ministry of Economic Affairs under the leadership of a director-general and a deputy director-general.The DOIS is organized into four sections, the responsibilities of which are listed below.

First Section

Section Chief - Hung-liang Lee     Tel: +886-2-2382-0488

Covering all matters related to planning, research and evaluation; conducting research and making recommendations pertaining to the investment environments in Taiwan and abroad; production of investment literature and information; website content; and administrative support. Major tasks are as follows:

  1. Planning, research and evaluation;
  2. Research towards investment policies;
  3. Collection and arrangement of investment laws and regulations;
  4. Research and recommendations on the investment environments in Taiwan and abroad;
  5. Communications with the National Assembly and news and public relations;
  6. Compilation and publishing of investment-related laws, regulations, and other publications;
  7. Production of investment guides for Taiwan and other countries;
  8. Planning and maintenance of DOIS websites;
  9. Maintaining a hotline for consulting on investment in Taiwan;
  10. General administrative work.

Second Section

Section Chief – Pauline Tzuang     Tel: +886-2-2382-0489

Covering investment-related services for the US, Canada, Japan, Europe (not including Central and Eastern Europe), New Zealand and Australia; and WTO investment-related issues. Major tasks are as follows:

  1. Collection and compilation of information on economic environments and related laws and regulations in the relevant areas;
  2. Provision of services for investment and operations in Taiwan by overseas Chinese and foreigners from the relevant areas;
  3. Provision of services for investment and operations in the relevant areas by Taiwanese companies;
  4. Guidance and follow-up for major investment projects;
  5. Intermediary services for the introduction of technology into Taiwan from other countries covered by this section;
  6. Help with applications for airport reception;
  7. Establishment of a "Japan Window" program aimed at attracting Japanese investment to Taiwan and providing related services;
  8. Holding discussion seminars with foreign chambers of commerce on a regular basis;
  9. Organizing and sending delegations abroad to bring foreign investment into Taiwan;
  10. Inviting of foreign companies with investment potential to visit Taiwan and inspect the investment environment;
  11. Services related to investment agreements in covered regions.

Third Section

Section Chief - Grace S. L. Lin     Tel: +886-2-2382-0490

Covering investment-related services for countries in Asia (not including Japan and Mainland China), Central and South America, the Middle East; Africa, Oceania (not including Australia and New Zealand), and Central and Eastern Europe. Major tasks are as follows:

  1. Promoting bilateral investment services in covered regions;
  2. Collection and compilation of information on economic environments and related laws and regulations in the relevant areas;
  3. Guidance for overseas investment by Taiwanese companies;
  4. Assisting overseas Taiwan business associations;
  5. Implementation of work related to cooperative development projects in Central and South America, and other countries that share diplomatic ties with the ROC;
  6. Implementation of Global Investment Deployment Plan for Taiwan Businesses;
  7. Implementation of Global Taiwan Business Industry Assistance Plan.

Fourth Section

Section Chief - Yen-shiun Chang     Tel: +886-2-2382-0499

Covering services for Taiwan companies bringing their investments back to Taiwan; investment services for Mainland China (including Outer Mongolia), and Hong Kong and Macao; recruitment of foreign investment in free trade zones; recruitment of overseas personnel; Industrial Development and Investment Promotion Committees in 22 counties and cities for investment recruitment; and issues related to the OECD. Major tasks are as follows:

  1. Serving as a service window for Taiwan companies returning to Taiwan to invest;
  2. Implementing an Assistance Plan for Taiwan companies investing in Mainland China (including Outer Mongolia);
  3. Investment services for the Hong Kong/Macao region;
  4. Implementing recruitment of foreign companies for free trade zones;
  5. Recruitment of foreign national personnel;
  6. Services for Industrial Development and Investment Promotion Committee in 22 Counties and Cities in Taiwan;
  7. Investment issues pertaining to OCED.
