About the DOIS

Our Mission

The Department of Investment Services (DOIS, formerly IDIC) serves to promote Taiwan an investment destination among foreign and Taiwanese businesses, and to consolidate the strength of public and private-sector businesses in Taiwan. The DOIS carries out industrial assistance programs to help Taiwanese companies operating overseas and in mainland China to develop their businesses on both a local and international level. In addition, the DOIS plans and formulates programs to recruit science and technology personnel from abroad while maintaining a talent search database to assist Taiwanese companies in their recruitment efforts.

The DOIS aims to create a high-quality investment environment that will attract foreign, overseas Chinese, and Taiwan businesses. To this end, the DOIS strives to provide appropriate services, to assist local enterprises in expanding globally, and to establish a bridge to help local enterprises recruit science and technology personnel.

Establishment and History

In response to a gradual reduction in American aid, the formerly Industrial Development and Investment Center (IDIC) was set up under the Council for U.S. Aid on Dec. 1, 1959 on instructions from Vice President and Premier Chen Cheng, and was charged with the attraction of investment from foreign nationals and overseas Chinese as well as the improvement of Taiwan's investment environment. In 1963 the Council for U.S. Aid was reorganized into the Council on International Economic Cooperation and Development; in 1973 it was reorganized again, this time becoming the Council for Economic Planning and Development. At that time the IDIC was switched to the jurisdiction of the Ministry of Economic Affairs, where it has continued its work of improving the investment environment and attracting investment from overseas Chinese and foreign enterprises.
